An Allegheny County judge ruled this week that Lamar Advertising cannot complete a partially built electronic billboard on the Grant Street Transportation Center, Downtown.

Common Pleas Judge Joseph M. James upheld a Dec. 19 ruling by the city's Zoning Hearing Board that rejected Lamar's request for permission to operate the controversial 1,098-square-foot LED sign valued at $6 million to $7 million.

Lamar appealed the three-member zoning board's 1-1 decision. One member recused himself due to a conflict of interest. James ruled that split decisions resulted in a negative recommendation.
