Notable: Howard, a senior studying political science at the University of Pittsburgh, was awarded the State Policy Network's Generation Liberty Fellowship for his work as president and founder of the Publius Foundation, a Libertarian think tank at the school. The foundation looks at a variety of local issues, including the rights to Marcellus shale drilling, handgun laws and Pitt's student alcohol policy. Founded in 1992, the Arlington, Va.-based State Policy Network is dedicated to improving the practical effectiveness of independent, nonprofit and market-oriented, state-focused think tanks.
