Absentee ballots will be sent out to Westmoreland County voters on time, officials said Tuesday.

County commissioners yesterday awarded a nearly $30,000 contract to print the ballots and other materials needed for the April 22 primary election.

William Penn Printing Co. of Pittsburgh won the contract to supply more than 53,000 sample, provisional and absentee ballots, along with envelopes and other supplies.

Last week, officials rejected a bid from William Penn, the only company to submit a proposal, because it did not provide the required bid bond, which is security the job will be completed.

The job was re-bid and sealed proposals from four companies were opened yesterday morning. All but William Penn failed to supply the proper security and were rejected.

County officials would not reveal the amount of the rejected bids, but Solicitor R. Mark Gesalman said time constraints rendered seeking a third round of proposals improbable.

"I don't believe it is advisable with the time we have to do another bid," Gesalman said.

The week's delay in awarding the contract will not impact the primary.

"It's not going to affect the schedule at all," said Elections Bureau Director Jim Montini.

Officials hope to have the absentee ballots ready for mailing by March 18.
