I believe the president stealthily signed this Intelligence Authorization Act for Fiscal Year 2004 on Dec. 13 during the congressional hiatus because of the outcry from citizens when they became aware of the statist details of the bill earlier this year. Additionally, the Dec. 14 media celebration of the Hussein capture eclipsed the nonexistent press coverage of the signing.
I urge you all to step back from your celebrations of the seemingly coincidental "discovery" of the Iraqi dictator and always pay close attention to the federal government's actions in the background.
